To prevent blight and improve the city's image, the Stanton City Council passed an ordinance that prevented individuals from removing shopping carts from a retailer's property. While the ordinance significantly improved both the aesthetics and safety of Stanton streets and sidewalks, many elderly individuals who were without access to cars relied on shopping carts to bring groceries home.

The Stanton Community Foundation has donated 20 foldable personal rolling carts to the Park Place apartment complex to assist seniors with limited mobility.
